It is at a point in Houston where the only reliable transportation likely is helicopters and boats in most areas which will greatly change how things operate or most likely do not operate anymore. This means most businesses in Houston won't be happening this week or next in Houston either because no one can get to them even to work there. But, right now, it is about people getting rescued because as soon as water gets up to your electrical plugs your refrigerator is gone and all the food in it is likely gone within 24 hours too. So, a place to stay and food and dry clothes for millions of people is likely on the agenda by tonight and tomorrow.
There are 2.3 million people in Houston (population wise) and all of them are going to need dry clothes and a place to stay if they need it because most of Houston is underwater and cars and most trucks just can't get there anymore. Many cars are underwater completely at this point which are becoming hazards for boats now as the waters rise.
Also, Galveston is also having the same amount of rain as Houston but I'm not hearing about Galveston just Houston. There are many cities underwater right now or damaged by winds or tornadoes not just Houston now.
Looking at a map Galveston is an island off the coast of Texas so they likely are having completely different problems there.
Interstate 45 is mostly a boat launching ramp because everything around it is underwater in Houston.
