Most temperatures in Northern California are under 80 degree highs today so people will likely survive without air conditioning with no power today
The 30 counties in Northern California and parts of Santa Maria near Santa Barbara are all mostly below 80 degree highs today so likely they will all be okay without air conditioners or power. But, without gas or diesel generators they will probably lose all their refrigerated foods and frozen foods in both homes and stores affected statewide. The only problem in addition to losing thousands to millions of dollars in refrigerated foods throughout the northern part of the state is no cell service on some towers affected. So, in emergencies in some areas you won't be able to call for help using a cell phone. So, if there is an emergency be sure to know where the nearest landline is because telephone companies power land lines themselves separate from P, G &E.
