A Red Flag warning if you live in somewhere other than California means that the winds are so high that power lines or phone lines and tree limbs and other loose things might blow away in the winds. The winds at higher elevations are 15 to 30 miles per hour with Gusts up to 60 miles per hour which is enough to start a fire in various ways throughout the state. In Southern California there are also Santa Ana Winds which can be much more ferocious than this blowing from the deserts out to sea which start many of the worst fires in places like malibu during times like this where people have to run and get into the ocean to survive because there is no other way and then they also have to deal with the smoke blowing out to sea too.
So far, (as far as I presently know) there have been no major fires started in our state. Though I live in Northern California nearer to san Francisco on the coast here are some southern California weather news videos regarding the Santa Ana Winds:
