This might be true simply because the Democratic party might not do well in trying to pick another candidate. For example, traditionally Kamala Harris should take Biden's place if he bowed out. However, there would be people who felt she was too liberal to win against Trump because Biden is less a liberal and more a moderate Democrat and very traditional in his thinking. And if Newsom was chosen to replace Biden now Kamala Harris could not be his vice president because they both are from California and the vice president has to be from a different state than the presidential candidate I think by law.
