However, unless you have the Congress and the President the same party usually that doesn't happen. What you get instead is the Congress passing all kinds of stuff and the President vetoing everything they pass that he doesn't like.
However, if the Republicans are smart and want to play for the American people they will pass things at first that the President wants to sign. This way their beginning to this Congress might be welcomed by the American people. But, if they pass things just to crash up against Obama the public will hate this Congress much more than the last one. And that will be the undoing of this Congress even much worse than the last one.
For example, if Congress tries to repeal Obamacare they will meet fierce resistance from all sides. Because if you take a poll of the American people they don't want Obamacare repealed they want it modified so it works better. That's all.
In fact, likely the Republicans trying to repeal Obamacare likely would end the Republican Party completely and they would become the laughing stock of the whole world at that point. Because ending Obamacare now would bankrupt the U.S. government and send the whole nation into a Great Depression. It would be the end of the Republican party likely forever at that point.
