It doesn't get into the 30s very much here on the Northern California coast and even less in Southern California. I only saw snow in Southern California in Los Angeles maybe 2 times in my whole life when I grew up there.
Whereas here on the northern California coast hail is pretty normal at nights during the winters but not snow. But, often it will come down to about 1000 feet in altitude so since most of California has some mountains of various elevations seeing snow above where you live isn't unusual from South to North almost wherever you live during the winters.
But, if it is 39 degrees on the coast that also means inland it will be 35 to 37 degrees 10 or 20 miles inland from here.
For the rest of the country that might not seem very cold but since we only bury our water pipes about 1 foot to 15 inches deep this can get sort of serious if we get below 32 degrees on the northern California Coast. If we get into the high 20s for example, we have to wrap all our outside water faucets that still have water in them just like anyone else to prevent pipes from breaking from ice.
