I just spoke with a friend who said that this law has been in effect already at least 10 years. So, likely what this notice really is about is Blogger.com and Google trying to release their liabilities for bloggers like myself on Blogger.com In this way they might lessen their legal obligations by doing this. She said that the European Legal system isn't going to go after millions of bloggers around the world and instead would be more likely to go after the people who host these bloggers if they do at all or more corporate systems.
She didn't think this was a problem for bloggers like you and I which likely are thousands or millions of us all around the world trying generally to make the world a better place for us all to live in.
