Defeat ISIS by engaging and Arming Sunni Tribes in Syria and Iraq

I was listening to BBC NEWS and heard the best and most cost effective way to end ISIS. The easiest way to do this would be to engage Sunni Tribes and to arm them against ISIS in Northern Syria and Northern Iraq.

However, the main problem with this right now is that the Syrian Government is presently ruled by Assad who is killing Sunnis, as a result of this Sunni Tribes tend to somewhat Support ISIS in Killing Shiites like rule Syria and Iraq and Iran.

However, if the U.S. and NATO countries engage and arm Sunni Tribesmen like the U.S. Army did in 2006 in Iraq to turn around the war then.  ISIS could be defeated inexpensively and fairly quickly in this way.

Right now Sunni Tribes are disillusioned by ISIS but don't know where to turn.

The rub is that Assad in Syria and the Iraqi Government would be opposed to this because they are harmful to Sunnis and tend to take away the rights of Sunnis and sometimes kill them.

But, the most cost effective answer to end ISIS would be to do this if NATO and the U.S. had the will for it.

This is the best and most cost effective way if it is possible.

Without the tacit or overt support of Sunni Tribes in Syria and Iraq ISIS would collapse fairly quickly.

Sunni tribespeople in Syria and Iraq have to have someone in their corner besides ISIS to accomplish this. They would prefer the U.S. and NATO to ISIS if given a choice.

Though the governments of Syria and Iraq would presently be upset by this, the rest of the world could be saved literally trillions of dollars in weapons and blood in this the most cost effective way to end ISIS right now.

Presently the governments of both Iraq and Syria are sort of meaningless on the ground.

The only sense of real order in Syria and Iraq (in the hinterlands) are the Sunni Tribes are their sense of order. So, give Sunni Tribes the right to take back their lands from ISIS by dealing with them and arming them once again.

The western world would save trillions of dollars in the future by doing this.

In otherwords, this is a way not to have another world wide Great Depression by spending money we don't have to go to war with ISIS.

However, here's the thing. Even if we were to do this and piss off Assad, Russia, Iran and Iraq and save the western world trillions of dollars in ending ISIS, this still doesn't solve the problem of millions of Sunnis being driven from their homes by Assad, Russia and Iran. And without a solution to that problem with or without ISIS this whole thing is just bound to get worse and worse over there.
