This is true on both land and sea by the way.
However, over lands since evaporation isn't there instead you mostly have clouds and wind.
Clouds and wind with enough evaporation could eventually create ice ages on lands north of Mexico or the Middle East. Because if the land doesn't get enough sun but instead gets only clouds and wind the land cools down from no sun. Then if the polar vortex drops in the winter it could start snowing and never stop year around for a year or a few years because of this dynamic along with the weather making refrigeration effect of the snow feedback loop upon the weather(a little like lake effect snow) near Buffalo).
However, It WOULD take ideal conditions or (a perfect storm of conditions) to create a one year to multi year ice age anywhere on earth. But, these conditions would be more likely during a very hot Pacific Ocean where evaporation is increased exponentially along with winds or when atmospheric rivers run wild that year off the Pacific from around Hawaii or that region. If the timing of all this was combined with a long lasting polar vortex dropping it might create a 1 to more years ice age over Europe or the U.S.
So, if this happened it would start as a fluke and then progress to something else.
