I don't think this is the point Trump was making. I think the point he was trying to make "completely not politically correct as a point by the way" is that governments do what they have to to survive and sometimes people are killed because of this.
However, if what Trump says is true then the U.S. (if it does this) is better at making this look like accidents than Putin presently is. Because it was obvious to everyone in Russia that Putin had some of these journalists killed in Russia and Great Britain.
However, Putin likely wasn't trying to make these hits look like accidents likely he did this to intimidate other journalists around the world and especially in Russia from saying bad things about him (whether they were true or not). This was also done during the Cold War when Putin was a KGB Colonel too in East Germany behind the Berlin Wall.
