"President @realDonaldTrump is NOT going to allow North Korea to have a nuclear weapon on top of a missile which can hit the United States."

This basically means whatever is necessary WILL be done to stop this regardless of any casualties anywhere.

Senator Graham basically said this is not about casualties anywhere, it is about not allowing an ICBM to have a hydrogen bomb attached to it by North Korea. And it was also mentioned NOrth KOrea may be presently within a few weeks of this by evidence of  the type of test they did today.
