I think personally God was very wise in creating these people because what they do is to see through all the religious leaders stealing people's money all over the world. So, you can see they are built to kill or remove religious leaders hypnotizing the masses who have bad motivations.
Otherwise, some cult figure like Kim Jong Un or someone like this would Take over the world and it would be 1984 (the book or movie) for everyone on earth.
Instead one of the 10% would see through this leader and either kill them or lead to their removal as a leader eventually.
So, God was very wise to create 10% without the God Gene. If you think about this logically you can see the usefulness of this design for the masses of gullible humans alive on earth.
It tends to prevent human extinction.
