Unless they have air conditioning and a generator or they dig a hole in the ground where it is cooler and crawl in.
The temperature underground usually is around 60 degrees this time of year under about 2 or 3 feet deep in case you are somewhere trying to survive this.
If you don't have air conditioning going to a mall that is cooled or getting in your car and turning the air conditioner on and driving is a solution. But, don't just run your engine with a car stationary because that isn't good for the engine more than about 10 minutes to do this unless you have a diesel semi truck or something. And even then check your engine temperature gauge to make sure you aren't damaging the engine.
Another way to stay cool is to jump in the water somewhere but try not to get too sunburned because that could help you get heat prostration too tomorrow or the next day.
On Maui in Lahaina this last fall where many don't have air conditioning because they are poor I noticed people just hanging out in the mall there in Lahaina to stay cool during the hottest part of the day if they didn't have to work right then.
Last fall was actually uncomfortable for the first time in Hawaii as a tourist for me. I have been uncomfortable a lot when I lived there sometimes in heavy storms blowing down palm trees in winter and in summers when the heat can be unbearable because of the humidity especially August in Hilo, Hawaii when I almost didn't think I could survive the heat. But I was young enough to weather the storm then and so was my young wife and baby then in August of 1974. But, we never had air conditioning then except in our car when driving around. So we spent as much time in August in the ocean and in the Queen's bath before lava covered it over.
It's presently 109 degrees in Redding within an hour of here and 84 here already at 1:15 pm on Sunday July 1st 2018. A friend just called me from Redding sayin he was melting whenever he went outside. He was telling me the hottest he had ever seen Redding ever was 122 degrees and then it was 112 in Mt. Shasta then.
I would either want to be in a lake or stream at 34 degrees if that happened or in really good air conditioning in a car or home. Unfortunately, I think many people might die of the heat here in the U.S. this summer the way this is presently going heat index wise.
One other idea:
If you are having problems put cold water into your bathtub to help you cool down. Take a fan into the bathroom and send air blowing on you in the bath tub with only cold water in the bath tub.
Do whatever you need to to keep your wits about you because once you lose your wits from the heat all is lost unless you bring someone else in with their wits about them to care for you.
But, if you take a fan into the bath room don't set it on the sink where it might fall into your tub and electrocute you while spinning the fan blade with the motor. instead either lower the toilet lid and set it on that or put it on the floor. just don't wet the floor to where the fan electrocutes you somehow. So, when you get out of the tub turn the fan off to avoid this problem. if you unplug it from the wall maybe that would be best at that point.
