If you click on the above article it mentions that radioactivity is rising in the ocean at an alarming rate at present which likely means that there a new unknown high releases of radioactivity and that the location of these leaks from the containment vessels because of partial meltdowns or other causes.

Cesium radiation is the main reason why the area around Chernobyl is still abandoned for safety reasons by all or most humans today 25 years later.
