My wife was saying "Structuring liability might be the hardest thing to do". For example, I need to likely talk to other regular flying clubs for private planes near where I live in the San Francisco area to consult with them to better understand all this.
One of the things she was saying is the structure might look like people owning their own powered ultralights or PPGs: (A PPG is specifically a powered paraglider). However, it might be nice to allow other variations because a PPG is only one type of ultralight vehicle. In PPGs you can have a foot launched or wheel launched vehicle that can be as simple as a motorized fan (some swear by electric rechargable now because of lower flying weight as well. I suppose that solar cells of some sort that were light could even be woven into the top of your paraglider fabric so you are generating power when the sun is out when you fly as well. However, for now this is all theoretical until someone actually succeeds at this.
So, everyone owning their own powered ultralights and possibly sharing a mechanic certified and wel paid to maintain their various kinds of motors (gas and electric or hybrids) would be needed.
So, most of the liability would be removed from the flying club by having members each own their own powered ultralight.

Because without qualified instructors that not only teach you how to fly a motorized paraglider but also under what conditions it is safe to fly at all, likely you will just wind up dead somewhere rather than becoming a qualified and safe motorized paraglider pilot.
Also, the upper weight limit on the largest Ozone Roadster PPG is 145 kilograms or approximately 319 pounds.
