One of the stranger things about California is that we can have a long drought and then get 15 or 16 inches of rain in a day or two

When this happens there can be flooding simply because of the extreme altitude changes all over California. It's true when rain falls on flat lands that can be a problem too. But, here in California it is the altitude changes from the Sierras to the Coastal Ranges where gravity does amazing and sometimes scary things to water, rocks and mud and sometimes snow in the Sierras in the Form of Avalanches too. However, most avalanches of snow are usually in February, March, April and sometimes even May depending upon the year and precipitation.

So, an Atmospheric River is both one of the best things about California but sometimes it can be very difficult too because we often get so much rain all at once like the rain that killed 25 people in Montecito through mudslides after a fire here in the Santa Barbara area a few years ago. Even the main highway 101 through Montecito was under about 10 to 15 feet of mud for some time where people had to find ways to drive around sometimes 100 miles or more to get to Los Angeles from parts of Santa Barbara then. We had friends that we rescued by letting them stay at our home then too who were in the path of the mudslide but who evacuated in time then.

Here's some online stuff if you are interested about what happened early 2018 then.
