In California mostly we don't even begin to take any earthquakes seriously until they get to be 4.0 or 5.0. Why? Because we get 2.7 to 3.5 earthquakes almost every day it seems like. So, the normal way you know a 2 to 4 earthquake has happened is that you look up and the chandelier is swinging some. That's how you know something like this has happened below about a 4.0 designation. However, if you were on top of a 100 story building you likely would know even a 2.7 Earthquake is happening because the tower would be swaying some and that might be really scary if you have never been in an earthquake before. So, instead of your chandelier swaying your whole building might be swaying and this could be dangerous in various ways.
