Sea Barriers for New York? $10 Billion

"A 2004 study projected that installing sea barriers to block storm surges in New York City would cost $10 Billion. But that may be the price of admission to live in a hot and crowded World" end quote from Time magazine on page 40 November 12, 2012 issue.

Other countries like the Netherlands and Japan with Tokyo have resorted to measures similar to this to keep their cities and coastal areas intact. We may have to do this too if we want to keep Northeastern Cities safe. Since this is the most concentrated population area in the U.S. if we can't  protect New England with New York City and Washington D.C. what can we protect?
