Even if the answer to this question is: "Yes" it isn't working because of refugees who mostly aren't terrorists (at least yet). So, unless the world has a different solution 9 million to 12 million refugees likely will over time turn into 12 million to 20 million which will turn into 50 million by 2050. And this could destabilize at the very least all of Europe and North Africa.
So, even if the solution of the "Civilized?" world is to have all Shiite and Sunni Terrorists kill each other it isn't going to solve anything in the end because this is going to cause 100 to 1000 times more problems for the world that what was happening when Saddam Hussein and Qaddafi were alive. This is pretty obvious at present.
