I think what Kerry is saying is ISIS is defeated as the Islamic State or soon will be once Mosul is taken. However, I think it is important for the world to realize just how dangerous ISIS is now and going to be as the richest terrorist organization on earth. Imagine if you were worth 100 million dollars to 1 billion dollars but you were not liquid in that it was all stored up in stocks and businesses and property.
Then, you had to liquidate all that property and had to sell literally millions of dollars of cannons and tanks (which are only good for taking real estate or maintaining real estate). So, you sell those millions of dollars of offensive weapons (which you don't need anymore) and you go buy thousands of bomb vests once Mosul is taken.
This is likely what is coming now from the richest terrorist organization that ever existed on earth.
So, bomb vests, Kalashnikovs and people on Xanax so they are not afraid to die is likely what we are going to see the next 5 or 10 years from ISIS around the world.
Because instead of defending their territories they likely will just try to destroy the world economy instead in all large cities they can get to with a bomb vest or a kalasknikov.
