I'm not sure entirely how to describe this. Mostly they are people who don't believe in heaven so when they die they don't listen to the angels and follow them. If you don't follow the angels in good time you get stuck here on earth for awhile. That can be a long time. The point is we all have free will so if you don't believe in an afterlife and don't listen to angels when they come for you then you get stuck here on earth which many people call being "Earthbound".
This is as much as I know about it. There might be a lot more to this but this is basically what I am aware of at this point.
One of the most important parts of my work here on earth is to help people transition to heaven realms and not get stuck earthbound. And this isn't just for people it is for animals and other creatures too. So, whenever I see a dead animal's carcass I pray for it and then if they haven't transitioned to a holy place yet they do when I pray for them. I know I have succeeded if they come to me and thank me whether this is an animal, a bird or a human.

Living in the company of angels all or as much of the time as possible makes this possible. And understanding how powerful prayers can be also helps a lot too.

So, as you stay with the angels longer and longer you build up a momentum of faith and belief that grows with each and every moment. So, you become over time an emissary of God through his angels here on earth. This will happen naturally as you spend more time in the company of angels from running your thoughts and feelings and actions in such a way that they are allowed to spend more and more time around you.
