He was saying that over 1/2 of the people in Canada have no air conditioning at all, especially the elderly and homeless people or people camping out for the summer to save rent. So, when something like this happens if you don't go jump in a cold lake or something and just sit inside your house you might die from heat prostration. Also, people in Canada are not used to having this much heat ever in their history because Canada is one of the coldest nations on earth likely similar in many ways to Siberia especially further north. But, a lot of Canada is sort of like Alaska in Weather too. The majority of people live in places like Vancouver and Montreal and a few other larger cities that are fairly near the U.S. Canadian border if you look at a map. Calgary is another place a lot of people live in Canada also.
