"In New York, we have laws against business fraud, we have laws against consumer fraud," Schneiderman, who filed a civil suit against the mogul's school in 2013, said on ABC's "Good Morning America."
"We have a law against running an illegal unlicensed university. This never was a university. The fraud started with the name of the organization, and you can't just go around saying this is the George Stephanopoulos Law Firm/Hospital/ University without actually qualifying and registering," Schneiderman said, referencing the name of the show's host.
"So it was really a fraud from beginning to end," he added.
Trump personally approved Trump U marketing materials: testimony
Schneiderman suggested that "the initial estimates are that (Trump) personally pocketed $5 million from" his school, but that his office had not yet been able to definitively prove the number.
Schneiderman's $40 million suit alleges that that the brash billionaire swindled more than 5,000 students through his school.
The case is separate from an ongoing national class action alleging that Trump's controversial for-profit university, which shuttered in 2010, fraudulently promised real estate expertise but only ended up bilking students out of thousands of dollars.
Trump University internal documents to be unsealed this week
A trial is set for November.
