I was rereading "2035" which came through me:
And I realized better how the refinement of time works.
It goes something like this:
Imagine all time as an experiment
But if you don't like the way it turns out you can also change time
Only most people or beings who control this technology are thinking in a macro
not micro sense of what is best for everyone in the long term
So, their criteria for refinement might not be yours
Their criteria might be:
No nuclear wars
No chemical wars worldwide
No worldwide pandemics that could end civilization and technology
Allowing Global Climate change to thin out overpopulation as a way to reduce
terrorists and wars worldwide ongoing
However, you might individually have a different criteria than this
