Yes. Bigger Countries like Russia and China and Iran consider Sanctions an Act of War. However, this also has begun a new type of Cold war that has begun a hot war for IRan and Ukraine too. So, though the U.S. and Europe might consider this piracy other countries like Russia, and Iran and China consider Sanctions an act of war and are going to fight this to the last man given everything happening now.
So, any real sense of order here on earth is gone and we now are in a World War in some ways even if you want to compare it to the Cold War. So, I might call this "The New Worldwide Cold War that is sometimes HOT".
