This likely is a good idea just like it was (in some ways a good idea) to arm the mujahadeen in Afghanistan with shoulder fired missiles to bring down helicopters and jets. However, the other side of that is Osama Bin Laden was then a CIA operative Mujahadeen who used these missiles to bring down helicopters and jets and thereby became eventually the leader of Al Qaeda as well as a Sunni muslim Folk hero to radicals around the world.
