NWS warned Drivers in Mississippi roadbed might not be there under the water.

 "If you cannot see the road, you have no idea if it even exists still under the water. Water can collapse the roadbed, leaving nothing underneath the water," NWS warned.

Yes. You might logically assume that the road is still there under the water but that doesn't mean it is. And if the road is gone then your car likely is underwater too very suddenly. And many or most people might not survive this occurrence because you will see nothing but brown water with nothing else. So, even if you break a window to get out likely you would be swept away in these kinds of conditions.
