The bill, the first of its kind in the United States, places new AI-specific regulations on the top players in the industry, requiring them to fulfill transparency requirements and report AI-related safety incidents.

 This California Bill makes complete sense to me because of incidents that keep on happening in the U.S. and around the world of people potentially dying or committing suicide because of specific things AI is saying to people who are vulnerable.

For example, it was asked (to an AI) whether because the person thought they were immortal whether they could eat Cyanide and live.

The answer from the AI was: "Yes. if you are immortal you can eat Cyanide and Live".

In the wrong hands this information would be fatal obviously because who of us is immortal? And even if we were how would we know that we were immortal except to test it and likely die?

So, among the weak minded or confused or on drugs people being told this might be fatal.

This is just one of thousands of incidents worldwide now with AI that are problematic or Fatal.
