Basically, it appears to be like this. Though both the Senate and House have rebuked Trump he also has the right to Veto this Bill as President. So, though it shamed him among Repbulicans and Democrats and might cost him the Midterm elections too, if he doesn't sign this approved bill there are not likely the votes in both the Senate and the House to override his Veto of this bill now passed by Both houses.
This is my understanding of this at present.
