The first right of a Galactic Citizen is to life in their body.
So, if anyone takes their body they have the right to occupy whoever took their body.
Until their body is rescued by time travel and the offending person is removed from the timeline at birth or before their birth.
This is what the Galactic Time Guard does a lot in protecting Galactic Citizens.
No interference is allowed of Galactic Citizens lives.
You might say" Won't this alter the timelines?"
The answer is yes. But, if that person is necessary in that timeline for something important an android that looks like that person replaces them so they cannot harm galactic citizens.
This is how this works in real time.
Galactic Citizens are simply not to be interfered with in any way.
It's an interesting idea but also exactly how things work in the Galaxy.
