When people are not vetted properly for Police type positions you get all sort of people with mental health problems of various kinds. For example, someone who has been abused growing up will tend to hurt others if you give them a gun, whether or not the people they are dealing with are law abiding citizens or illegal aliens or whatever. So, Ice agents are becoming more lawless and just harming citizens willy nilly all the time now. This will create a general break down of civilization more and more the more this is allowed to happen.
We seem to be moving back to the Wild West once again where law abiding citizens are beaten and shot for no good reason almost every day now. This is how civilization ends it appears.
