Once again Trump demonstrates his Racist Paranoia out loud. It might be true that people who have never lived or visited Portland or Chicago might be scared of going there. However, I have been to both places and always felt pretty safe there, often safer than in Conservative Bastions out in the country.
It's mostly about: "Can you be who you want to be in Portland and Chicago and the answer to both these questions is usually "Yes". So, Trump's ideas are only Racist paranoia sort of like Hitler in this case.
