I don't think shutting down any area in quarantine is useful (at least at this stage of coronavirus). Why?
Because it is already everywhere. There's no way at all to stop it because for every one bad case there likely are 50 sick with 100 carriers who will never get it. So, quarantining any area isn't really going to help at this point.
At this point there are coronavirus carriers (who don't know they are carriers and likely will never get coronavirus throughout the U.S. and Europe. So, quarantining areas isn't likely going to do anything but create a recession or depression throughout the U.S. or Europe.
If we were going to quarantine areas, January or early February 2020 might have been useful to do that. Now, it is everywhere in Europe and the U.S.
