What has actually happened is people panicked and stuffed their closets and storage areas and garages full of toilet paper (because women get upset if they don't have it) (men less so).
So, basically, toilet paper manufacturers are upping their manufacture of them. However, this summer no one will buy toilet paper so this wouldn't be good for toilet paper manufacturers either because they have too much toilet paper at home.
For example, I clearly remember in India out in the country they would give you a can of water instead of toilet paper which was kind of disgusting then but even then one adapts. This was 1985 and 1986. But, my family when this occurred had to adjust just like being 50 miles from the nearest road or car in the Himalayas while trekking with backpacks then when if you broke a toe by yourself you might die because no one was going to rescue you that far away from cars and hospitals.
So, there are always ways to survive without toilet paper including leaves in the forest in an emergency. But, women usually don't like this but men and boys often put up with this while backpacking in the wilderness just so they can be way remote in the wilderness miles from the nearest person.
The most recent idea around the home is tearing up rags and using them a little like diapers to wipe yourself and then washing them in hot water like you would cloth diapers. In fact, if you have a baby with extra cloth diapers you could even use a diaper carefully that was clean too.
So, even though you might not find toilet paper anywhere online or in a store there isn't really a toilet paper problem because it is all stored in your neighbors' garages somewhere nationwide.
Maybe ask your neighbor to borrow a roll of toilet paper in a pinch?
