Signal and many other tech platforms are down in Europe. I think it's likely Russia doing this.

The same thing has happened many times in the U.S. Also, the Russians would want to bring down Signal and What's App because they both have end to end encryption so the Russians wouldn't be able to read any of the messages or anyone except the sender and the receiver. Even the Department of War uses Signal for everything because of this (even though this has also caused him some problems along the way).

A work around is to use standard texting if you are trying to get through to Europe but this could also be expensive if you don't have a plan on your Smartphone or Cell phone. 

This is exactly what my daughter texted me over regular texts: "Half the Internet is down because of Amazon Web Services."

So, that's all we know for know I guess. (This might be only in Europe).
