I suddenly realized that likely the word Halter likely came from Halt er or to halt a horse or cow or ox or mule or anything else pulling a wagon and it also is used for halters people put on their dogs so they don't run amok and cause harm to themselves or other dogs or people. For example, we halter our dog so she won't run into traffic and get hit by cars or trucks. However, unless the car or truck or bus is coming within 5 feet of her as it passes by she doesn't consider it to be a threat because she is a Corgi Sheparding dog and extremely smart. So, if a vehicle is more than 10 feet from her passing by she is okay and not like some dogs that will literally run a half a block to chase a car or people.
