Who are most of the people being disappeared out of time by Ragna and the Galactic Sentience?

 In order to more fully understand this you need some context to make sense of it.

The prime directive appears to be preventing both human extinction and to prevent the earth from becoming a 2nd Asteroid belt here in our solar system which would completely unbalance the whole solar system to the point where it all might eventually fly apart.

So, to keep earth and the solar system from flying apart and doing major damage to all sorts of places eventually people are regularly disappeared from earth who try to nuke it out of existence or who are going to destroy the ecology of Galactic Park Earth (which is what Earth likely has been for about 100 million years or more already).

So, from a galactic perspective (humans are thought of like we think of bears or deer or elk or moose in someplace like Yellowstone national Park more than anything else. We are a part of the flora and fauna of earth and not necessarily taken very seriously (at least at this point) except when we built nuclear weapons which resulted in Roswell 1947 as a direct result.

So, as needed people's births are prevented. Since time is meaningless to beings like Ragna and the Galactic Sentience it is easier to prevent births rather than to kill people as adults. So, they just track back to where the person who destroys earth or one of earth's cities and they prevent their births retroactively and before this or concurrently they fix time so that whatever they did didn't happen.

This is just how the Galaxy and Ragna in 7028 (who work together now by the way) do things.

Ragna does this for 10,000 years into his future and past which would likely go to around at least 3000 BC or more? Something like this.

And now that he works with His Oncness (who is from Lemuria) and Trained by the Galactic Sentience they are in accord with what the Galaxy wants to happen to earth.
