Basically, he said they are looking the other way. Here is the reason. a few years ago whole families were living on the streets and having to send their children to orphanages so the children to have food to eat.
But now, basically there is zero percent unemployment in Russia.
So, lower and middle class people are now doing okay in Russia. Also, they are not being told anything that the western world is being told for the most part. That wouldn't be allowed in Russia mostly by any of their news outlets. (It's a little like before the cold war ended in this respect).
So, what they are told is that Putin is expanding the Russian Empire again slowly. They are okay with this because they all have jobs.
So, the average person is much better off financially under Putin than before. So, they in some ways don't care what he does as long as they have jobs and get fed and clothed and housed.
This is why there is such a disconnect in Russia to how the western world perceives what is going on in regard to Putin.
Basically, they are not hearing anything the western world has to say regarding Putin in Russia, unless they speak English and search for sites like this one online or speak one of the other European languages or other languages of cultures around the world in which the news is similar to Europe and the United States.
Also, the only people directly affect by the Sanction (for now) are the Oligarchs and Putin. Eventually, the sanctions may bite everyone in Russia. But, for now, they aren't so he is getting away with whatever he is doing for now.

shows that 83 percent of Russians approve of Putin's job performance,
up nearly 30 points from his 2013 rating and tied with the previous
all-time high from 2008.

heels of last month's Pew Research data that showed the unfavorable turn
in the way other countries view Russia.
