Living in a Vehicle in California is often people's only choice to remain where they grew up in California

Why?
Because as housing along the coast of California quadruples in value or more often rents slowly or quickly follow to the point where an average 1 bedroom apartment in San Francisco is $3600 a month. This is much more than the average person who grew up in San Francisco can afford in rent.  Also, if you own a house passed down through the generations (maybe 150 to 200 years even) the value of this house quadrupling or more in value might make the property taxes so high you can no longer afford to live there even though your family has been in this area for 100 to 200 years. So, because of this many people are financially forced to sell and leave the places they love along the coast.

Though it is the worst from San Jose to Marin County along the coast it is almost as bad from
San Diego to Marin County as well along the coast of California.

Another reason this area from Pismo Beach north to the Oregon Border and Canada has become more valuable is that the coast tends to stay cooler than inland by 20 to 30 degrees in summer time which draws a lot of people who know that they won't ever need air conditioners in summer time in most of these areas. Even Santa Barbara tends to be around 20 degrees cooler than 10 or 20 or more miles inland in the Summer time.
