There are many many locations along the California, Oregon and Washington coast where you can still see the Milky Way Galaxy
including where I live in Northern California. However, where I live it is often cloudy or foggy at night so this is a relatively rare occurrence. However, you can see the milky way galaxy from my back yard at the very least 30 to 60 days a year. The question is is it warm enough to want to go outside and stay there. Maybe in the Hot tub any night of the year. However, then you have to think about raccoons and the occasional mountain lion etc. But, you still have 30 to 60 days when you can see the whole galaxy above you which is wonderful too being on the coast of Northern California. The trick is that the ocean doesn't have any lights on it and there are no towns that close either except over a coastal mountain range.
