Empathy helps people be calmer around other people so they are less likely to hurt others. The people I have been around as a counselor that were the least like this had PTSD from growing up in ghettos with parents often drug addicted and abusive. So, even though they might have empathy it wasn't working because of their abuse in babyhood and childhood. So, they had been shot at, sometimes beat up or knifed and had joined gangs as a way to try to stay alive. So, often people like this might have empathy but it has been trained out of them by abuse and PTSD along the way.
So, the less you are abused and the better you are treated often you have more empathy because it hasn't been knocked out of you by abuse while being born and growing up. However, it is also true that even someone who has been abused can turn all this around if they are surrounded by one or more people (like a girlfriend) or other relative they care about. So, if you are in a dangerous situation in your life the sooner you get into a safer environment with people you can trust the better.
