It's to reduce the numbers of deaths when hospitals become overwhelmed in an area. When the limit of people that can be treated in an area is reached then cities, counties and areas MUST lock down to prevent deaths without limit from people who won't be treated by hospitals in that area.
This is the reality we are facing right now worldwide. Though there is economic cost to shutting down the alternative is "unlimited deaths" and unneeded deaths in that area too when hospitals become overwhelmed and cannot treat Anymore people.
They were talking about this happening in Italy which is why the whole country shut down on CNN.
