Of course he can cheat. He can continue to have his Republican allies disenfranchise black voters as is happening many places right now through various illegal means of denying black people the right to vote.
But, if the election were an honest thing, which it is not right now, Trump cannot win at all.
So, if the election is honest Trump loses. This is a given at this point.
