I was amazed how much rain came down yesterday. It wasn't predicted to rain or storm as much as it actually did at all so everyone was sort of caught off guard, especially California drivers who don't usually do that well in the rain unless they are from rainier or stormier places elsewhere. There are always some younger or less experienced drivers getting into trouble in the rain here in California and often you will see these cars upside down various places from hydroplaning their cars at too high a speed where there is no traction at all at that speed in the rains because the water gets between the tires and the road at certain speeds with water on the roads and it's all over for them at that point. So, knowing when it is unsafe to where you might as well be driving on an icy road is important for all drivers.
I've noticed that in Portland where my son lives the driving style is completely different where it rains so much whereas in California the driving style tends to be much more aggressive because rain isn't usually a problem. But, when it is then many drivers in California often appear not to be prepared for it.
