If anything you build is on the surface you would want a fireproof firewall between the home above ground and the home below ground so your underground home doesn't burn up too. This would really be important. However, building in this way would also be very expensive. But, if you live in Los Angeles it might be a necessity to have a completely fireproof house underground so if your above ground house burns to the ground at least you have somewhere to live built on your property.
