First of all it's not a government. It's a family business. It's a farm or a ranch but likely both built by a family of Creator Souls who do not live in Time and Space but can if they want to.
You see, before Galaxies were created by the Creator Species, matter (at least as we know matter within a galaxy) didn't exist very much. So, in order to increase the capacity of Creator spirits to have children they started building Galaxies in order to have more food (which for them is energy going through changes like what happens inside of a sun. My understanding is that each sun star is actually at least One Creator or more eating energy mostly. So, they set off this sort of infinite chain reaction like thousands of hydrogen bombs going off all the time which creates photons (Light) which gives life to the earth and many other planets.
And human life was a bi-product of all this and our bodies are literally stardust out of stars as they break down hydrogen first into helium and then on down the periodic Table to the heavier elements inside of a sun.
( So, Galaxies are Much like humans when they began farming and animal husbandry and keeping goats and sheep and cows and horses and such and pigs) so this is what is really going on.
That is why seeing the Galaxy a little more like the Ancient Greeks with Zeus and Hera and Hercules and as the Nordic peoples saw the galaxy like Odin and Thor and such might be important.
It's true there are many planetary governments with people beings either like us or different in a variety of ways throughout this galaxy.
However, the Galaxies are each a family run business usually sort of like a farm or ranch and this one is no exception.
This is what I have been able to find out during my 77 years here on earth so far regarding how galaxies are created and run by the spirit beings that I call the Creator species of beings who are not physical unless they want to be in the form of humans or other species.
