The Octopus might be in some ways the potentially most intelligent Creature on earth:

 You notice I said: "Potentially" and also there is what you can or will do with that intelligence and then there is "Will you teach what you know to your young" which is what humans and crows do for example, and maybe most primates. One of the reasons humans have done as well as they have is that it takes a long time for us to grow up enough to survive by ourselves. So, the adults indoctrinate us in everything they know whether we want to know ANY of that stuff or not.

However, in the process we become enculturated (if we are lucky enough to live that long) into the culture we are born in and begin to find out how we can survive as children and as adults if possible.

However, in pure raw intelligence and Octopus has 9 brains (that's right folks) count them a main brain like we have and then another brain for each of their 8 legs which is amazing in itself.

So, the Octopus likely is the single most intelligent non-vertibrate in the Oceans of the world. There is really no argument regarding this at all.
