An AI would be perfectly capable of mimicking Iran Military measures to take blame away from the AI
What would a person with 1 million or 1 billion IQ do? Because this is what you need to compare this to if we are thinking about AI effectively as puny human beings in comparison.
I don't have the answer to this question either which is why I believe the title of this article is already correct.
It is only 50-50 whether the municipal Water attacks were Iranian Military or whether they were AI pretending to be Iranian Military. And if you are reading this you SHOULD be scared because this is a valid assessment of what happened in 12 states.
Here is what actually happened to 12 states water systems and there really is no way to say for sure it was Iranian hackers or whether this was an AI doing this. Also, What if Iranians took existing AIS and programmed them to attack our water, power, Gas and phone services and Internet nationwide?

Remove PLCs and control devices from direct exposure to the public internet.
Use firewalls and secure virtual private network (VPN) gateways.
