It's not that solar panels on a land based autonomous robot would be very efficient (but they would help)

 It's sort of like me buying a recharger for my phone that can recharge in the sun. So, I can plug it in anywhere there is a USB or AC electricty or it can recharge from the sun. But, I also imagine that I might be able to make emergency calls from my phone even if it were dead just by plugging my phone into a battery that is presently recharging from the sun. So, the solar charger isn't really efficient but sometimes it might save your life.

The same might be true of an autonomous robot of one kind or another with solar cells covering it's whole body so that even when it was walking in the sun it still would be charging somewhat anywhere on earth or even this likely could be done at sea as well or in space. However, it likely wouldn't be as efficient (at least for now) in things that fly until there are better solar panels and batteries than we have now here on earth.
