Because if we all live on the surface of earth there can only be about 1 billion people that are sustainable ongoing for thousands of years.
So, in order for some humans to survive into the next centuries there likely needs to be a great decrease in humans in this century or we will face extinction in this century.
However, Here is an alternative if people are interested:
The Alternative is to tear down all cities and structures on the surface of earth and replace all this underground around the world and keep the surface of the earth ONLY for growing food and for recreation.
This alternative would allow for around 14 billion people to live on planet earth BECAUSE the surface could grow more food and all the surface then would be either for recreation or growing food.
During this process (it will take at least 300 years to change things so people can survive) for the Global Climate change factors to decrease and weather becoming more normal like during the 20th century once again.
So, there is an alternative where most people don't have to die here on earth.
However, trying to get everyone on board with this might be tough.
However, Fires and Tornadoes and Hurricanes are going to wipe from the earth all wooden houses and wooden structures this century too. and it is also possible most trees and bushes might be gone too because of the ever increasing winds and precipitation through 5 times more moisture in the clouds at higher temperatures.
So, there might not be much choice in the matter if people want to survive what comes for us all this century here on earth.
However, you really don't want to live underground in a flood plain. This is important too unless you own a submarine or something.
